How WhatsApp is used in Germany

Is double opt-in required for WhatsApp marketing in Germany?
It is the only defensible practice. German case law around UWG §7 treats unsolicited electronic advertising harshly, and a documented double opt-in — with timestamp, IP and the wording the customer saw — is what you would need to produce if challenged.
Why is Germany so expensive compared to its neighbours?
Meta prices each market separately, and Germany sits at the top of the European range for every category. At high volume it is worth modelling German sends on their own rather than averaging them into a European budget — the difference against, say, Poland is several-fold.
Does my own country matter, or only Germany?
